REQUEST FOR QUALIFICATIONS (“RFQ”) Single Family Developers
The DC Housing Finance Agency (DCHFA), located at 815 Florida Ave, NW, Wash., DC, intends to establish a slate of qualified Single Family Developer firms from which the Agency’s Housing Investment Platform (“HIP”) may enter into joint ventures or fee developer contracts to develop for-sale single family housing in the District of Columbia. The information and instructions set forth below are designed to solicit responses that will demonstrate your company’s capability to satisfy the Agency’s requirements.
The deadline for submission of proposals is Friday, January 5, 2018 at 4:00 p.m. (ET).
Submit one (1) electronic PDF file of the qualification statements via email to firstname.lastname@example.org and one (1) Flash Drive Copy with the files to:

QUESTIONS ABOUT THIS RFP
Companies may submit questions related to this RFP in writing or by e-mail no later than noon on Friday, December 15, 2017 (ET). All questions shall be sent to Keami Estep, Procurement Manager at email@example.com. No oral proposals or oral modifications of proposals will be considered.
QUESTIONS AND ANSWERS:
- In review of the package you sent, I am trying to understand/confirm the benefit to the developer regarding being a single family developer with this agency. Are there grant funds provided to acquire properties or does the agency provide the property? In other words what is the deal structure? In reviewing the info sent this isn't clear.
The Agency from time to time is presented with public and private real estate development opportunities for the Housing Investment Platform’s Single Family Investment Fund. The Agency will typically seek to partner with a Developer from the Single Family Developers slate through a joint venture structure with the Developer serving as Managing Member and the Agency serving as Investment Member. Additional details on deal structure will depend on the transaction.
