Home Ownership
The HFA is committed to making affordable housing a reality for new homebuyers in the nation's capital. The HFA provides individual credit and budget counseling and low-interest mortgage loans to individuals hoping to buy homes in Washington. Through its Home Resource Center and Mortgage Loan Group, the HFA can take individuals through the entire homeownership process, from learning how to buy a home to obtaining a mortgage loan.

Staff from the Home Resource Center and Mortgage Loan Group counsel potential homeowners and inform them of the incentives available to help them purchase a home, save money and reduce the upfront costs associated with moving into a home, including:

  • Home Purchase Assistance Program (HPAP) loans,

  • Employer Assisted Housing Program (EAHP) loans,

  • $5,000 federal tax credit tax abatements,

  • Policeman Next Door and Teacher Next Door programs, and

  • various other closing cost assistance programs offered by for-profit and nonprofit entities.

To learn more about the Government of the District of Columbia’s HPAP or EAHP programs, call the Department of Housing and Community Development at (202) 442-7200 log onto dhcd.dc.gov.

Single Family Mortgage Revenue Bond Program

The HFA uses tax-exempt bonds to fund single-family mortgage loans. The agency is viewed as Washington’s most notable financier of low-interest mortgage loans for first-time homebuyers. While rates fluctuate with the bond market, the HFA always maintains rates below market rate. Under the D.C. Bond Program, the agency offers a 30-year fixed-rate low interest loan. Currently, the HFA does have mortgage loan funds available at an interest rate 5.6% with 2 points. Individuals interested in applying for a mortgage loan should contact one of the agency’s participating lenders below. Be sure to ask for the D.C. Bond Program.
