Monte J. StanfordChief Operating Officer

    Monte J. Stanford has served as the Chief Operating Officer of the District of Columbia Housing Finance Agency since March 2019. In his role, Mr. Stanford is responsible for overseeing daily business operations, to include Single Family Programs, Multifamily Lending and Neighborhood Investments the Housing Investment Platform, IT and Business Intelligence. Prior to joining the Agency; Mr. Stanford served as the Chief of Staff at MassHousing in Boston, Massachusetts where he was responsible for managing the Senior Executive Leadership Team. He oversaw strategic agency operational issues and was instrumental in the execution of community initiatives. During his tenure at MassHousing, he created the Service Delivery Department that established IT Governance, Risk Management and improved Internal Controls and IT customer service.

    Mr. Stanford’s tenure began at MassHousing as the Director of Rental Lending in 2013 where he worked to develop and improve business relationships with housing developers. By strengthening these relationships, He helped loan commitments move more easily from origination to board approval to final underwriting and through the closing process. While in this role, he managed more than 20 finance professionals and consultants.

    Prior to joining MassHousing, Mr. Stanford spent a couple of years working as an independent affordable housing finance consultant at his own firm, Stanford Advisory Group, LLC.  At the Stanford Advisory Group, he supported FDIC- structured loan sale and also worked with clients like John Hopkins University and Urban Information Associates.  The firm developed a proposal designed to more effectively market GSE debt products to non-profits. This proposal was submitted to and accepted by the Fannie Mae Foundation.

    Before starting his own firm, Mr. Stanford spent nine years as the Managing Director of Financial Engineering at Information Engineering Services. During his time at Information Engineering Services. Mr. Stanford managed 13 information technology and mortgage banking professionals while directing financial engineering projects for the USDA, PIH Enterprise Income Verification, and Ginnie Mae. Mr. Stanford and his team were recognized for helping HUD recover over $5 million in fraudulent and improper payments to beneficiaries; they were honored with the annual award for technology innovation in the Federal Government from the Government Computer News Magazine.

    Mr. Stanford spent four years as a Senior Management Consultant at PricewaterhouseCoopers LLC before making the move to Information Engineering Services. He was responsible for directing product development plans for federal financial fiduciaries and state and local housing finance agencies. While in this role, Mr. Stanford generated $1 million in fees for the firm by helping it to facilitate an international franchise sale for a Fannie Mae “DUS” lender.

    Prior to that role, Mr. Stanford worked at Fannie Mae as the Manager of Multifamily Public Finance. Mr. Stanford was responsible for minimizing risk to bondholders through his business relationships with state housing finance agencies, rating agencies, and credit enhancement providers.

    Mr. Stanford serves on the Board of Trustees for the Neighborhood House Charter School in Dorchester, MA. He is a member of the Citizens Housing and Planning Association (CHAPA), the Boston’s Black Ministerial Alliance (BMA), the National Association of State Housing Agencies (NCSHA), and the Massachusetts Mortgage Bankers Associate (MMBA). From 2013 to 2017, Mr. Stanford was a voting member for the Massachusetts Affordable Housing Trust. Mr. Stanford also served as Board Chairman for Housing Initiatives Partnership, Inc., a Maryland non-profit organization, from 2000 to 2010. From 2011 to 2013, Mr. Stanford was also a board member for the United Communities Against Poverty (UCAP). He earned a Bachelor of Science in Psychology from the State University of New York at Buffalo (SUNY AB) before going on to earn a Master’s degree in Economics from SUBYAB.
