COVID-19 Mortgage Relief

As businesses in the Washington, D.C. region have had to close and/or reduce staff, the District of Columbia Housing Finance Agency recognized an opportunity to provide financial assistance to those impacted by the effects of COVID-19. Through DC MAP (Mortgage Assistance Program) COVID-19, qualified borrowers can receive up to $5,000 monthly in financial assistance paid toward their mortgage for up to 6 months.

What is the DC MAP (Mortgage Assistance Program) COVID-19?

The DC MAP (Mortgage Assistance Program) COVID-19 will provide financial assistance commencing with April 1, 2020 payments of monthly mortgage principal, interest,  escrowed property taxes, escrowed homeowners insurance, escrowed monthly mortgage insurance, condominium fees or homeowners association fees, past late fees due commencing with April 1, 2020 payment, and current late fees for those District homeowners who have been financially impacted by COVID-19 causing a loss of income. The financial assistance will be made to qualified homeowners in the form of a zero-interest, recourse loan, secured by a deed of trust with a maximum monthly assistance amount of $5,000 per month (first trust mortgage payment) for each homeowner for up to 6 months, subject to monthly certification attesting to the need for on-going assistance; subject to available funding.

Borrower Qualifications

  • Must be borrower’s primary residence and must be located in the District of Columbia
  • Must have been current as of the March 1st payment (prior to being affected by COVID-19)
  • Must be able to document income affected due to COVID-19
  • Borrower must be the borrower on the home loan, not just a member of the household
  • Must show proof that the borrower is not eligible for forbearance or other types of relief offered through the servicer and/or Hardest Hit Funds
  • If borrower is still affected after the CARES Act ends, then relief may be offered at that time (See additional terms)

Loan Terms

Borrower:  A “qualified homeowner” means a District homeowner who is a District of Columbia resident financially impacted by COVID-19 and maintains his/her primary residence within the District. Must have documentation to reflect homeowner is not eligible for forbearance through current lender/servicer; reflect mortgage payment was current as of March 1, 2020. Homeowner must be at risk of mortgage default potentially leading to foreclosure.

Interest Rate: Zero percent (0%) interest

Collateral: The loan will be secured by a Deed of Trust

Recourse: The loan will be recourse to Borrower

Repayment: Loan Repayment will begin on the first day of the 7th month after the final assistance payment was made and will be amortized over 36 months (outstanding balance/36 monthly payments).

DC MAP COVID-19 financial assistance will be granted on a first come, first served basis until the program allocation has been exhausted.  Homeowners seeking assistance through DC MAP COVID-19 should call 202-667-7706 to begin the process of applying starting on Monday, August 10.
